Ratepayers Forum

 
The Scottish Ratepayers Forum met yesterday. The forum is a biannual meeting of the Scottish Assessors, Scottish Government and sector representatives. 
 
Hydro rates – Discussions around the anomaly in ratings of small hydro schemes continue outside the forum with Alba Energy leading the case for a technical change in Order which determines which elements of a scheme are taken into account. We have long been calling for greater transparency of the methodology via the publication of a practice note which sets out how assessors value schemes. We understand this is now undergoing final sign off. 
 
Rates of shootings and deer forests – The assessors reported that the development of a practice note is underway and they aim to have the majority of valuation notices issued by the end of September. 
 
Members are reminded that appeals must be lodged within 6 months of the valuation notice (end September for the majority). Please do not delay in appealing valuation notices which you already have while you await the valuation notice for your sporting rights.
