CAP payments scrutiny

Fergus Ewing MSP appeared before the Rural Economy and Connectivity Committee this week to defend the government’s management of the CAP payments system.

Fergus Ewing MSP, Cabinet Secretary for Rural Economy and Connectivity, appeared before the Rural Economy and Connectivity Committee on Wednesday to discuss CAP payments.

A specialist independent report into whether the Scottish Government’s much-criticised IT system for the delivery of farm support payments was fit for purpose has been produced but is being kept secret due to “commercial sensitivities”. The Committee have seen the summary of the report but it has been asked not to quote directly from it. Although it was claimed yesterday that there was no need to “move to plan B” and start again from scratch, North-east MSP, Peter Chapman said “no matter how you try to spin it this is a highly critical report.”
